To my question that iris can be included with some missing copyright headers,
fedora-legal responded with:

"So, the answer here is yes (with caveats), as long as we have clear
evidence that the files are part of a larger work where there is
consistent licensing intent."

it is my opinion this means that the lack of clear copyright headers in this
case should not be considered a review blocker.  

To be clear, however, I will continue my efforts to get upstream to clarify.
