I'm still looking to get sponsored myself, but I have 2 comments.

1) You need to add the following in order to use desktop-file-install:

BuildRequires: desktop-file-utils

The build fails in mock because of this.

2) I'm not sure about the language package subpackages either: I don't think
that they should be in subpackages, but you should ask someone more
knowledgeable. As for the language files, see this:
