OK, fine.

There is double call to configure in the spec.%configure
%configure
./configure --with-html-dir=%{_datadir}/doc
--with-html-subdir=%{name}-%{version}/html --libdir=%{php_extdir}

The %configure is a macro that expands to the configure call.
