Updated spec file for version 3.20 with fixes for lib/lib64 issue

I took the latest spec file posted in this ticket and updated it to work
against version 3.20, and worked around a showstopper issue related to it
putting 64bit libraries in /usr/lib for install but expecting them in
/usr/lib64 for packaging. The workaround might be ugly but at least I got an
RPM out of it.
