Repeated and systematic testing shows that:

Any boot.efi works as long as it is placed as a file in the right location. But
boot.efi as a symlink doesn't work.

There is no need for blessing at all. Blessing /boot/efi/.VolumeIcon.icns works
just fine.

Placing all the mactel-boot files on the FAT EFI system partition also works
(almost (or exactly?) like a boot loader at /EFI/BOOT/bootx64.efi would).

Tentative conclusion for _this_ machine: There is no need for blessing, and
using a package just to copy 2 files and create a dummy is overkill.

Better conclusion: Apples are very different and nothing can be known for sure.

btw: os-prober will detect the HFS partition as a OS/X partition and it will
thus incorrectly show up as such in grub.cfg.
