You forgot to add the README.txt to exclude. 
It should be something like

  48 %doc LICENSE.txt README.txt
  49 %exclude %{drupal_modules}/%{modname}/LICENSE.txt
  50 %exclude %{drupal_modules}/%{modname}/README.txt
