The process of creating the new guidelines is still going on. The ruby-sig
people are mostly arguing against the unpacking and then repacking the gem, as
it is an unnecessary payload. If you don't need to patch the C extension, this
really just makes the spec longer and harder to read. I suggest getting rid of
it.
