Fix permissions for debuginfo package.
(+/-) Devel package contain all needed .so and headers, it has Requires:
%{name} = %{version}-%{release} string.
Goudelines ask "Requires: %{name}%{?_isa} = %{version}-%{release}".
Fix that isues - and I'l close review.
