Read the guidelines again
The guidelines distinguish between pre-release and post-release snapshot
(the example given is a post-release snapshot).

Upstream is in last-week-of-freeze-before-release and that qualifies for
pre-release snapshot to me, even if they didn't bother with the next
release number yet.
