When I try to download 
http://prdownloads.sourceforge.net/optipng/optipng-0.5.4.tar.gz, it works, 
but it is a redirection to 
http://downloads.sourceforge.net/optipng/optipng-0.5.4.tar.gz, so I guess 
downloads is the better choice.
