[Fedora-packaging] scrollkeeper templates

We still have a template for running scrollkeeper-update in %post/%
postun. But we are using rarian-compat for quite a while now, and 
scrollkeeper-update --help states:

NOTE (2): This script doesn't do anything and is 
only provided for scrollkeeper compatibility

I think it is time that we just drop those no-op scrollkeeper-update
calls.
