[Fedora-packaging] Confused by non-numeric version in release guideline

We don't expect upstreams to follow Fedora guidelines.  We expect
Fedora packagers to follow Fedora guidelines.  If you can get
upstreams to make things easier on you, so much the better.
Otherwise, adapt.
