[Fedora-packaging] Proposal to move rubygem expansion stage

Hello, all:

There has been some discussin about whether the stage to expand RubyGems should
be moved from %install or not:

I would like to propose to move the stage to expand RubyGems from %install to
%prep completely:
https://fedoraproject.org/wiki/PackagingDrafts/Gem_expand_stage_change

Any comments would be appreciated.
