Also,
# rpm -qf /cgroup
libcgroup-0.35.1-1.fc13.x86_64
doesn't make sense.

No, it's a historic FHS violation, hardly anybody is in a position to
change due to its long history.
This doesn't mean we have to "blindly swallow" further cases
(We already have been ignorant about /selinux).
