Somewhat related to the -devel packaging guidelines, too,
on a sufficiently recent Fedora 18:

# rpm -qa *devel|xargs rpm -e
error: Failed dependencies:
	policycoreutils-devel is needed by (installed) setroubleshoot-server-3.1.19-3.fc18.x86_64

Where does that fit into the guidelines?
