[Fedora-packaging] kbuildsycoca in installation toolchain

Hi,

currently I'm working on a Plasmoid package for KDE [1][2]. In the 
installation instructions [3], we have kbuildsycoca at the end. For the time 
being, I've added it to the installation toolchain in the spec file, too. But I 
was wondering if we need this at all. Maybe it has to be run in a %post and 
%postun macro? Any explanations would be welcome.
