[Fedora-packaging] Muiltilib for -devel allowed?

Sorry, I was not clear in my initial email. Yes, I know we can install
multilib -devel but the bug given as a reference, fcitx-devel packages are
giving "Transaction check error". I don't think maintainer should still
think to push fcitx package to any fedora stable release with such a error.
