This is off-topic for the packaging committee list. The correct place
to ask is on fedora-devel.

As for your question, I'd say you need to patch out the svn commands
from the CMake files. Also, if you generate the tarball yourself you
should exclude all VCS files from it, i.e. all .svn files.
