[Fedora-packaging] Is this allowed? Files and libs duplicated in subpackages

This package seems to have been rushed through the review process
just like a few others recently. :-/

The duplication of libs and files is even worse (but my checker only
looks at Provides so far).

If I wanted to link with libmatedict, currently I can either

  BuildRequires: mate-dictionary-devel

or

  BuildRequires: mate-utils-devel

and even the pkgconfig file is duplicated. Actually, the two
-devel package contents don't differ at all:
