It's a packaging mistake. Directory changes into softlink:

$ rpmls -p httrack-3.43.9-7.fc20.x86_64.rpm|grep /usr/share/httrack/html$
drwxr-xr-x  /usr/share/httrack/html
$ rpmls -p httrack-3.47.26-2.fc21.x86_64.rpm|grep /usr/share/httrack/html$
lrwxrwxrwx  /usr/share/httrack/html
