[Fedora-packaging] DRAFT: SourceURL addition/clarification - Git Hosting Services

Based upon feedback I've restructured the Draft.

1.  I've removed all references to re-tagging.  I believe it was adding
unnecessary complexity.
2.  I've restructured to list the commit revision method first.
3.  The Git Tag section is now better compartmentalized to make it simple
to remove if required.
