Openly said, I don't see much sense in trying to "fix" this package.

It's not used by Fedora, its upstream build-matrix 
(http://matrix.cpantesters.org/?dist=Pugs-Compiler-Rule+0.37)
also speaks a very clear language.

My vote goes to "let this package die".
