Please no.

a) We already have way too many lists in Fedora.

b) perl-sig members already receive many duplicate mails from various 
origins.

c) One key point behind "cc:-ing" perl-sig is monitoring other 
perl-packagers' activities. Splitting the list would void this aspect.
