Why?

a) All these perl-*tests do is to cause packaging bloat by packaging 
stuff which was never meant to be installed (Otherwise the package would 
do so).

Except on very rare occasions, the perl-*tests packages are non-helpful. 
All they do is causing package bloat and dependency issues.

b) The perl filters are only necessary on arch'ed packages to work 
around rpm inability to filter perl packages correctly.

On noarched packages they are a superfluous silliness.
