perl-Bio-BigFile spec file

perl(Bio::DB::BigWig) is provided be Bio::BigFile package. This spec file
packages it. But it requires another dependency which is not yet packages and
looks horrible---<http://genomewiki.ucsc.edu/index.php/The_source_tree>. See
README of Bio::BigFile for more details.
