A temporary workaround might be to disable the tests that require
Test::RefCount in the packages that use it, until such time as it's
fixed. That would help get more of the stack done, at least until we
hit something that depends on a broken module for core functionality
rather than just its test suite.

Well yes it should, but we only find these things by trying to build
the 2,000+ perl packages and it would have been nice if the
rebuild-in-progress hadn't been tagged into rawhide before the job was
done.
