[Bug 906007] Please revert the "unbundling" of "inc::Module::Install::DSL", at least when bootstrapping

Fixing this issue in the above listed packages looks to have cleared up (when
done) all remaining circular build dependency issues in the perl ecosystem in
Rawhide, apart from a few dual-lived core modules that need special treatment.
