Perl 5.18 upgrade has started

Hello,

We have just acquired `f20-perl' build-root. Rel-engs gave us only 7 days to
coplete the rebuild <https://fedorahosted.org/rel-eng/ticket/5659#comment:1>.
I guess it's not sufficient, but I will try to rebuild as much as possible.

Please do not build anything into `f20-perl'. Boot-strapping core modules is
very peculiar. I also track all changes. You can do your upgrades into rawhide
freely in parallel.
