Description of problem:

Publican 4.1 building has dependencies on some packages that aren't available
in EPEL7 beta.


Version-Release number of selected component (if applicable):
Publican 4 doesn't declare a required version, I'm guessing 1.15-2 would work
just fine.

Steps to Reproduce:
1. Install publican-4.1.3-0.fc19.src.rpm
2. fulfil dependencies.
3. discover perl-Lingua-EN-Fathom isn't available.
