Description of problem:
In rawhide, perl-ExtUtils-XSpp is now 1:0.18, but perl-Wx BuildRequires
"perl(ExtUtils::XSpp) >= 0.1602" and fails to build.

While this is not critical yet, it will pops out when a mass (or any) rebuild
happens.
Version-Release number of selected component (if applicable): 0.9921-3
As a provenpackager, I could fix this, but I guess it's better idea to do it
together with packaging the new version (see bz958819).
