This release prefers /etc/timezone to /etc/localtime due to the speed-up
<https://github.com/autarch/DateTime-TimeZone/pull/3>. I will put it into all
Fedoras because we will have to rebase due to the date in the future. However I
worry it can bring regressions. So I will revert this specific change in stable
Fedoras.
