    Update to 1.13
    
    - New upstream release 1.13
      - Simplify code path for old perl
      - Fix quote_binary (CPAN RT#100676)
      - Fix csv() for hashrefs with aliased headers
      - Update copyright to 2015
    - Drop upstreamed UTF8 patch
