ExtUtils-MakeMaker-7.06 breaks some builds in F24

Hello,

I put ExtUtils-MakeMaker-7.06 into rawhide. Despite that the changelog does
not mention any intentional compatibility breakage, it turned out some CPAN
distribution fails to build with it. See

I collected failures in Fedora and reported them into Bugzilla to have
overview about the progress.

There are three bug classes:

(1) README.pod is not converted into manual page, spec files listing the
manual pages fails. This is expected change and packages should be fixed.

(2) make fails on invalid Makefile (missing separator). This was fixed in
perl-ExtUtils-MakeMaker-7.06-2.fc24.

(3) Other issues like "No such file or directory" on object files. These have
to be investigated.
