Broken dependencies: perl-Module-Starter

perl-Module-Starter has broken dependencies in the F-23 tree:
On x86_64:
	1:perl-Module-Starter-1.71-3.fc23.noarch requires perl(ExtUtils::Command)
On i386:
	1:perl-Module-Starter-1.71-3.fc23.noarch requires perl(ExtUtils::Command)
On armhfp:
	1:perl-Module-Starter-1.71-3.fc23.noarch requires perl(ExtUtils::Command)
Please resolve this as soon as possible.
