restart on power failure

I do not have the directory /proc/cpu on my FC rawhide (started with 
FC3) on my mini.

What package should I have installed?

Is anyone else experiencing loss of time on their 1.25GHz mini?  The 
hwclock keeps great time but the system clock loses minutes a day.  Any 
ideas?  Kernel issues?
