Phabricator on qadevel Upgraded

I upgraded the version of phabricator on qadevel during the infra
outage earlier today. The upgrade was a bit messier than I was
expecting but I'm pretty sure I got everything fixed.

If you notice anything strange in phabricator, please let me know so I
can get it fixed.

A new version of arcanist is available in the fedorapeople repo. Please
update when you get a chance.
