TASK DESCRIPTION
  Documentation is going to be very important going forward. Investigate potential systems (dexy and sphinx are two possibilities) and create a proof-of-concept for some simple docs.
  
  Requirements:
   - Output in HTML
   - build in ci
   - be able to do dev docs, task author docs and user docs
  
  Preferences:
   - reStructuredText
