[Maniphest] [Lowered Priority] T24: Insufficient logging for bug proposal form issues

tflink lowered the priority of this task from "High" to "Normal".

This isn't critical but has presented problems in the past in getting debug inforamtion about reported failures in the proposal process. Changing priority to "normal"
