For apps running in fedora infrastructure we currently maintain a
python-sqlalchemy-0.4 package locally.

I'm not sure what we're going to do when sqlalchemy-0.5 comes out as I
believe all of our in-house apps use sqlalchemy so it's a lot of work to
verify things work with the new version (although porting is usually not
a whole lot of code).
