f10-alpha tag created

Last night I cloned dist-f10 into f10-alpha.  I then subsequently locked
the tag.  This is the tag we'll be using to compose the alpha from, our
internal freeze tag.  Please feel free to tag important fixes into it
over the next few days.  One can use the rawhide from 20080723 as the
basis of testing since it's pretty much the same package set, whenever
it gets done composing.
