wiki stuff

I was poking around in the new wiki tonight and noticed the SOP
procedures weren't linked from the main SOP page.  So I manually listed
them there now, so they weren't floating off in the void.

However, I'm told the mediawiki way to do what we used to do with
PageList is to create a Category, and have each individual SOP page
specify something like:

[[Category:RelEngSOP]]

Then if you would go to:

Category:RelEngSOP

it would list them all alphabetically.  See:

for example.

Do we want to use categories, or just manually list them?
