 Fix the online/offline code for weather display in the weather and clock
 applets to actually work, by calling res_init() before trying again. Small
 but annoying bug, since it is common for this to happen at login (clock
 tries first, fails, then nm connects, the applet tries again, but gets
 stuck on stale dns information)
