 Osmo's debuginfo subpackages were broken as the CFLAGS passed by the build
 system were being overriden by configure.ac.

 Changelog:

 - Fixed configure to ensure correct usage of CFLAGS and CPPFLAGS, and
 respect
   the environment's settings.

 The added patch [1] is not expected to be intrusive, but it is expected to
