 That's 3 days before the staging of the release candidate. That's too
 late, considering that we know it will require rebuilding at least one
 other package.

 What bugfixes is glibc waiting on that require another two weeks of work?

 (Yes, we've allowed this in the past. We need to stop doing this.)
