#1331: Request to move ecj standalone and new eclipse build into F11 Beta tag

 The new standalone ecj package, and corresponding new eclipse build need
 to be tagged into F11 Beta. The standalone package will prevent small java
 packages from pulling in gnome and mozilla. Correspondingly, a new eclipse
 build was needed, since ecj used to be a part of the the eclipse build
 before.
