 Latest smart upstream and some upstream patches provide support for latest
 rpm and sha256 as needed for F11.

     * Rationale for why the change is important enough to be allowed in
 after the final freeze.

 Previous smart packages do not work on F11 (due to rpm and sha256
 changes).

     * Impact of *not* accepting the development at this point of the
 schedule.

 smart will not work at all.

     * Information on what testing you've already done on the development
 to help reduce the risk.

 Several rawhide systems live and in chroots are being updated using this
 version of smart. F9 and F10 already contain this version of smart.

 Note: this is not related to ticket #1479.
