 exceptions from a11y framework gracefully without crash. 0 risk.
  * rhbz#527719 [pa_IN] English Characters are bad in shape with Punjabi.
 Improves glyph fallback by following the same pattern as gnome does by
 assigned a default exempler language to scripts when no language is known.
 Low risk.
 * Rationale for why the change is important enough to be allowed in after
 the final freeze.
  * Avoids an a11y crash, improves the UI experience for CTL/CJK users and
 gets the same font used for glyph fallback in the menus as the rest of
 GNOME would do.
 * Impact of *not* accepting the development at this point of the schedule.
