 This has 2 fixes:
  * drops the !ExcludeArch: ppc64. This got added on Aug 06 2007 because
 ppc64 had no ocaml available at that time. But ocaml has been available
 for ppc64 since Fedora 9. This also fixes the broken dependency in the
 rawhide report:
         python-mwlib-0.11.2-3.20090522hg2956.fc12.ppc64 requires !LabPlot
  * fixes a FTBFS with the current GSL in F12: a constant which GSL used to
 #define is no longer defined, which was causing !LabPlot to fail to build.
 This build applies a patch from Debian which adds the missing #define
 (under #ifndef).
