F13 updates

Going to be back from vacation soon, so I figured I would check in and see if I
should be including F13 updates in pushes again.  I noticed there is a very
large backlog, the current F13 kernel is unsigned, and firefox has two pending
updates for stable (which is always bad).

So what is our current mode of operation for F13?  I know rc5 was declared as
the Beta, but I don't know if we're still doing our very limited pushes or not.
