 Okay here's the steps:

 * I need to have an email address for the pseudo user.  Sounds like you
 want a mailing list for that purpose.  If you need one created on
 fedoraproject.org, probably best to open an infrastructure ticket to get
 that created: https://fedorahosted.org/fedora-infrastructure

 * After that, a bugzilla account needs to be created for the email
 address.

 * Then I can add a pseudo user for that email address in fas.

 * Then I can make mmaslano a comaint for all of the packages that you
 presently own.

 * Then I can make the perl-fedora-maint pseudo user the owner of those
 packages in the pkgdb.
